1. When prompted to join a network or enter a Microsoft Account during setup, press Shift-F10 (or Shift-FN-F10 on a laptop) to open a command prompt window, then type ‘OOBEBYPASSNRO’ and press Enter.

2. Alternatively, type ‘start ms-cxh:localonly’ in the command prompt if the first command doesn’t work. Both commands bypass the need for internet access, allowing you to set up a Local Account without creating security questions unless a password is set.
